New technologies can lead to sophisticated biological terrorism

Poison gas attacks on civilians by the Syrian regime and the missile attacks by US army on Syrian military bases raises questions how the international ban on chemical weapons the CWC convention from 1997 doesn't prevent chemical warfare. What is the difference to biological weapons?
